60-year old Tammy Dunagan is accused of stealing $1.5M from former employers.
Charges have been filed against a Batavia woman in a three-count indictment that alleges she stole a total of more than $1.5 million from two former employers. The indictment, which was returned on September 8, 2026, alleges two counts of Theft Exceeding $1 Million Dollars (Class X Felony) and one count of Theft Exceeding $500,000 not Exceeding $1,00,000 (Class 1 Felony) against Tammy Dunagan, 60 (d.o.b. 8/2/1966) of the 1300 block of Chillem Drive.
On September 8, 2026, Judge Robert Miller issued an arrest warrant for Dunagan. Officers with the West Chicago Police Department arrested Dunagan at her home without incident. As the charges against Dunagan are non-detainable, she was released the same day on her own recognizance.
According to the Indictment, between March 24, 2016, and June 14, 2022, while employed at Lorusso Cement Contractors, Dunagan stole more than $1 million through “a series of related acts in furtherance of a single intention and design.” The Indictment further alleges that between December 16, 2021, and July 5, 2024, while employed at Swallow Construction Corporation, Dunagan stole more than $500,000 through “a series of related acts in furtherance of a single intention and design.”
The alleged thefts were uncovered by Lorusso Cement Contractors. After uncovering the alleged thefts, the business contacted the West Chicago Police Department who opened an investigation into the matter.
“It is alleged that Ms. Dunagan took advantage of the trust placed in her by her former employers to line her own pockets with more than $1.5 million of their money,” said DuPage County State’s Attorney Bob Berlin. “White collar crimes can be extremely difficult to detect with the accused often having first-hand knowledge about the business’s financial procedures and protocols. These crimes cause great financial hardship to the business which often trickles down to employees in the form of reduced wages, lost hours or even lost jobs. I thank the
West Chicago Police Department for their efforts in unraveling Ms. Dunagan’s alleged schemes. I also thank Assistant State’s Attorney Ken Tatarelis for his work in holding Ms. Dunagan responsible for her alleged behavior.”

Dunagan’s next court appearance is scheduled for October 15, 2026, in front of Judge Brian Telander.
