Stephanie Trussell, a candidate for Illinois House District 42, said that the Chicago Police Department (CPD) is short approximately 2,000 officers. She suggested redirecting funds from violence interrupter programs to enhance patrol staffing.
“Has the mayor of Chicago or the governor of Illinois have addressed why CPD is short of about 2000 officers,” said Trussell. “Money spent paying ‘violence interrupters’ could fund foot patrol officers on CTA el platforms. JB/BJ have 24hr. security…must be nice.”
Concerns about CPD staffing levels have intensified amid rising crime and reports of officer burnout. Estimates indicate that the department is operating with roughly 11,000 sworn officers—down about 2,000 from its authorized strength. Trussell’s comments reflect ongoing criticism that city and state leaders have prioritized funding for social initiatives like violence interruption programs over recruiting and retaining law enforcement officers to maintain safety on city streets and public transit.
Chicago’s police vacancies have reached their highest level in over a decade, with retirements and resignations outpacing recruitment. According to city data, the department’s active roster has fallen nearly 15% since 2019. Mayor Brandon Johnson’s administration has redirected funding to community-based violence prevention efforts. Critics argue that these programs—costing tens of millions of dollars—should instead bolster direct police presence in high-crime areas and on the Chicago Transit Authority (CTA) system.
The “violence interrupter” model, supported by the state and city, deploys trained community members to mediate conflicts before they escalate into violence. The city allocated more than $80 million in 2024 to these initiatives. While proponents say they reduce retaliatory shootings, skeptics—including many law enforcement advocates—contend the approach cannot replace active policing and has shown limited measurable results on transit and in large-scale crime reduction.
